Legal Experience:
Berglund Bailey’s legal experience began with Dooley, Herr & Peltzer, LLP where she served as a Law Clerk from July, 2004 to April, 2005. As a Law Clerk, Berglund Bailey provided legal research and analysis assistance to partners in the areas of municipal law, public agency law, water law, and land use. She joined the firm full time in September 2006. While in school, Berglund Bailey also served as a Legal Intern to Children’s Hospital Central California. During the summer of 2005, she was a Judicial Extern to the Honorable Kathryn M. Werdegar of the California Supreme Court. At San Joaquin College of Law, Berglund Bailey became a published member of the San Joaquin Agricultural Law Review. She received the Best Oral Advocate Award in the George A. Hopper Moot Court Competition. Berglund Bailey received a scholarship in recognition for her legal research and writing achievement.
Other Professional Experience:
Berglund Bailey directed School / Community Development activities for Pixley Union School District from 2001 through 2006. She provided administrative oversight to the District’s early education and support programs and served as the primary author of the District’s grant proposals. During this five-year period, she earned the District more than $5 million in competitive grant funds. Prior to her position with Pixley Union School District, Berglund Bailey directed Community Initiatives for Tulare County’s community action agency, Community Services & Employment Training, Inc. (C-SET) from 1995 through 2000. In addition to authoring grant proposals, she supervised contracts to 21 delegate agencies that provided services to low-income families and administered the local emergency food and shelter (FEMA) program.
Education:
Rachele Berglund Bailey earned her Juris Doctorate degree from San Joaquin College of Law in Fresno, where she graduated Valedictorian in 2006. Berglund Bailey obtained her undergraduate degree from Fresno Pacific University
Professional Associations and Memberships:
Berglund Bailey serves as a Director to the Tulare County Free Public Library Advisory Board. She is a mentor / expert to the Collaborative Leadership Institute, a county-wide effort to train upcoming children’s services leaders. Berglund Bailey previously served two terms as a member of the Citizen’s Advisory Committee to the City of Visalia.
